Most trees are best pruned in late winter while they're dormant — less sap loss and fewer pests at the fresh cut.
Topping a tree — sawing the top off flat — is one of the worst things you can do. It regrows weak shoots that fail in the next storm.
A cut stump left in the ground can keep sending up sprouts for years. Grinding it is what actually ends it.
